Istanbul Metropolitan Municipality (IMM) – As the host city government, IMM drives Istanbul’s Sustainable Urban Mobility Plan and Vision 2050. It oversees public transport operators, champions low emission corridors and invests in multimodal infrastructure.
This municipal technology company delivers intelligent transport systems across Istanbul. From traffic management to smart signal control and mobility apps, İSBAK provides the technical backbone for integrated, safe and seamless journeys.

The national ministry supports Istanbul’s infrastructure projects (rail, road and digital) and co-ordinates them with national policies, ensuring the city’s innovations contribute to Turkey’s and Europe’s wider transport networks.
The Union of Municipalities of Türkiye is the national association representing and supporting all Turkish municipalities. Working alongside IMM, İSBAK, ITS Türkiye and the Ministry of Transport, to provide coordination across local authorities and to amplify the Congress’s impact nationwide.
